Project Title

Feasibility Study for Strengthening the Protected Area System

Position

Team Leader

  • Postgraduate university degree related to natural resource management (conservation biology, landscape planning, ecology, geography or similar) and with proven work experience in this field for at least 10 years; 
  • Experience as Team leader for Feasibility Studies and/or other studies of similar complexity; experience in project planning and design; Strong background in management and financial administration of development aid projects;
  • Practical experience in Protected Area planning and management; Broad practical background in participatory methods and their practical application in various socio-cultural settings; Sound basis in sustainable rural development and community organisation;
  • Professional experience in Development Cooperation; specific knowledge of German Financial Cooperation (management procedures, reporting, etc.) would be an advantage;
  • Excellent oral and written communication skills;
  • Team player, who is capable of working under different and sometimes difficult conditions.

Key Expert a) Expertise in Regional and Protected Areas Planning

  • Work experience in protected area planning and gap analyses; Experience in preparing management plans for Protected Areas. Knowledge in economic analyses of Protected Area Systems; Good knowledge of legal and administrative aspects of Protected Area creation and management;
  • Good knowledge of requirements and aims of ecological networks such as the Ukrainian Ecological Network, the Emerald/NATURA 2000 network, etc. and own practical experiences;
  • Professional experience in land ownership and use rights on land, pasture, forests, water and fish; Work experience in integrated planning of nature conservation, sustainable land use and tourism development;
  • Experience and proven track record in participatory methods of regional land use planning and Protected Areas planning and management; Good knowledge/experience in participatory methods to settle conflicting interests and foster development of generally acceptable compromises.

Key Expert b) Expertise in Socio-economic Development

  • Experience with sustainable management of natural resources, incl. product development and marketing (e.g. in the fields of agricultural and livestock development, agro‐economy, use of protected areas’ nature resources, use of ecosystem and other services of protected areas, ecological tourism of protected areas, etc.); Experience with creating value‐added products; 
  • Experience with stakeholder and target group analyses;
  • Work experience with rural community / village organisation and socio-economic and social dynamics in rural settings; Experience with conception and successful implementation of small‐scale businesses in rural settings.

Key Expert c) Expertise in Legal and Institutional Analysis

  • Good understanding of the existing legal framework regarding the Protected Area System of Ukraine; Legal proficiency, notably with Ukrainian environmental Protected Areas, regulations and exposure to other (notably conducive) legal environments;
  • Experience with the assessment of capacities, strengths, weaknesses and potentials of the proposed implementing agency (MENR) and partners in project implementation;
  • Track record in staff evaluation and assessment of training needs (experience with environmental organisations would be an asset).

Key Expert d) Expertise in PA investment planning

  • Experience with assessment of investment needs for Protected Areas, preferably in Ukraine;
  • Experience with development of specification for equipment, infrastructure, civil works and their cost estimate;
  • Experience in preparation of project’s procurement and implementation plans.

Duration

The duration of the contract shall be approximately six to seven months. The expected starting date is April 2012.

Project Description

The Government of Ukraine has underscored its commitment to establishing an ecologically representative, effectively managed and financially sustainable protected area system by signalling its intention to spearhead a comprehensive  Biodiversity and Protected Area Management Programme spanning 13 years.

Consulting services are required to support the Ministry of Ecology and Natural Resources of the Ukraine in the elaboration of a comprehensive feasibility study. This study will be the basis for a formal project proposal by MoEP and the subsequent project appraisal by KfW, and should cover all relevant aspects in sufficient detail (verification of project concept / alternatives, ecological and socio economic context, legal, administrative, and technical aspects of project implementation, risk analysis and mitigation, definition of requirements / prerequisites for project implementation, technical planning and budgeting of the project, etc.).

Qualification

All key experts should have at least the following qualifications:

  • Postgraduate university degree related the specific field of expertise required for the study or with proven extensive work experience in this field;
  • Track record the specific field of expertise required for the study for at least 10 years;
  • International work experience and preferably in countries in transition; country experience would be an advantage;
  • Proficiency in the English language (work language); knowledge of the Russian/Ukrainian languages would be an asset.
