International and local short-term experts with approved experience in  following fields of expertise:

• Wetland Management/ Biodiversity Conservation
• Protected Area & Community Forest and Fisheries Management
• Climate Change Mitigation/ Adaptation
• Livelihood Measures, income generation, Payment for Ecosystem Services
• Institutional and legal framework analysis, capacity needs assessment
• Design of a programme concept, Programme Planning
• Cost- and Financial planning, economic analysis of project activities
• Problem, institutional and risk analysis

The study aims at designing a programme to support the Mekong River Commission in defining and planning of an integrated Wetland Management and Conservation Programme

The study will include the following components:

(1) Review of MRC programmes related to wetland  management and definition of support provided by the FZ programme

(2) Selection of pilot implementation sites and design of projects supporting wetland management in sites selected

(3) Preparation of a proposal for a Wetland Management and Conservation Programme to be financed by Financial Contribution.

All key experts should have at least the following qualifications:

• Postgraduate university degree related the specific field of expertise required for the study or with proven extensive work experience in this field;
• Track record in the specific field of expertise required for the study;
• International work experience and preferably in countries in transition; country experience would be an advantage;
• Proficiency in the English language (work language); knowledge of Khmer language would be an advantage.
